The ministry wants to oblige operators to provide free access to video content of Russian social networks
The presidential administration and the Ministry of Digital Industry plan to oblige operators to provide Russians with free access to video from social networks. Writes about this “Kommersant” with reference to anonymous sources. The project is planned to be expanded within the framework of the “Accessible Internet” program.
The expansion of the program assumes free access for Russians to the video content of Odnoklassniki, VKontakte, as well as the sites of the channels of the first and second multiplex. According to one of the sources, the idea is being promoted by the Presidential Administration to develop domestic services and create an alternative to YouTube. The second source believes that this is the idea of the head of the Ministry of Finance Maksut Shadayev. Video allegedly fulfills an important social function. Additional costs are planned to be divided among paying subscribers.
Rostelecom, MegaFon, Vimpelcom, Tele2 and a number of representatives of other market participants declined to comment. MTS and VKontakte did not respond, and ER-Telecom stated that it did not know about the initiative.
As Kommersant noted earlier, operators’ costs for Accessible Internet in the first year may amount to 6.8 billion rubles, and in the future, 5.5 billion rubles annually. Calculations do not include video content costs. Director General of the Institute for Internet Research Karen Ghazaryan said that such an approach could reduce the paying audience by 30%, and it would be possible to compensate for the costs only by filling all the free space with advertising.
Telecom Daily CEO Denis Kuskov claims that it will not work to fight YouTube in this way. He also stressed that the additional load on the communication infrastructure will lead to an unexpected increase in prices.
