European Commission Fines Valve and Five Publishers for Regionally Blocking Games on Steam
Valve and five video game publishers have been fined € 7.8 million by the European Commission for restricting cross-border sales of games in the European Economic Area.
The Commission said the companies have blocked about 100 computer video games by location and prevented them from being activated and played outside certain EU countries. This violated the rules of the EU digital single market, which prohibit such barriers.
Geo-blocking was designed to prevent activation of games outside the Czech Republic, Poland, Hungary, Romania, Slovakia, Estonia, Latvia and Lithuania, according to the European Commission. Such a barrier prevents players living in higher middle income EU countries from saving by buying them in EU countries where they are cheaper. European Commission says activation keys have been geo-blocked from 2021 to 2021.
“This practice deprives European consumers of the benefits of the EU’s digital single market and the ability to seek the most suitable offer in the EU,” said the head of competition policy at the European Commission.
In total, five publishers were fined:
- Focus Home Interactive – almost € 2.9 million (about 258 million rubles);
- ZeniMax Media – more than € 1.6 million (about 142 million rubles);
- Koch Media – almost € 1 million (about 89 million rubles);
- Capcom – for € 396,000 (about 35 million rubles);
- Bandai Namco Entertainment – € 340,000 (about 30 million rubles).
Since each of these companies cooperated with the investigation, their fines were reduced by 10-15 percent. Valve did not show such cooperation and was fined more than € 1.6 million (about 142 million rubles).
The European Commission launched a formal investigation into the practice of geo-blocking in 20021 and formally asked Valve to end the practice back in 2021.
